Report on Kyrgyzstan’s Progress on Sustainable Development Goals: A Review of Mainstreaming, Acceleration and Policy Support for Achieving Progress on Sustainable Development Goals

This report uses the Mainstreaming, Acceleration and Policy Support (MAPS) methodology and approach to provide a broad framework for fostering sustainable development in the Kyrgyz Republic.


The Mainstreaming, Acceleration and Policy Support (MAPS) approach provides the framework within which the technical assistance provided by various UN agencies in support of SDG nationalisation and implementation can be structured. It represents a crucial opportunity to mobilize and leverage the expertise and comparative advantage of the UN system to contribute to human-centred and rights-based sustainable development. 

This report presents the findings and research from a high-level inter-agency UN mission to Kyrgyzstan in June 2018, and combines the contributions of many specialists across the UN family to address the global 2030 Agenda and the associated Sustainable Development Goals in the context of Kyrgyzstan’s current development path. The report benefited greatly from the open and fruitful discussions held with Government Ministers, technical specialists and representatives from the private sector and civil society. 

Within this report, the focus is on identifying key policy areas where support could result in accelerated progress towards achieving Kyrgyzstan’s sustainable development ambitions as well as responding to the global ambition of the SDGs. The report identifies priorities in achieving balanced sustainable development and challenges that will need to be addressed. The report also highlights some areas that will facilitate implementation, including an emphasis on financing, monitoring and evaluation, trade and the role of stakeholders.
