Albania’s INFF focuses on unlocking investment for the country’s most vulnerable populations.

During Albania’s prolonged transition, the government established well-intended laws, regulations and institutions, only to conclude that their financial needs were not properly calculated. Through the INFF process, the government aims to identify and integrate more equitable and adequate financing for the SDGs within the national budgetary framework. 

At the policy level, the government will integrate financing for social protection into national policy. At the macro level, it will identify and assess options to catalyse financing for under-funded mandates within local government; identify innovative approaches, tools and financing mechanisms to pilot; and evaluate the impact of fiscal policies related to social protection. At the capacity-support level, the INFF process will support Albanian institutions in articulating, implementing and reviewing budgets that reflect increasing SDG-related spending.
