The Manual for the Design of Public Policy Programs and Projects in Cuba offers a practical guide to increasing the effectiveness of government interventions and meeting the needs of economic and social development at the national, sectoral, and territorial levels.
Aimed primarily at officials responsible for directing and operating units responsible for policy projects, the Manual seeks to strengthen the capacities of Cuban authorities for results-oriented public management. To this end, it provides a working guide based on the logical framework methodology and additional tools for project management in the different phases of the budget cycle: planning, budgeting, exercise and control, monitoring and evaluation, and accountability. The Manual was prepared as part of the project "Introduction to Program Budgeting in Cuba" with support from the INFF Facility.
