Key messages

  • The Doha Programme of Action charts an ambitious roadmap for coordinated support to LDCs through 2031; however, it cannot be achieved without an urgent and significant increase in finance in LDCs.
  • Two-thirds of LDCs are developing integrated national financing frameworks (INFFs) to design and implement country-led financing strategies and reforms that drive investment towards LDC graduation, the SDGs and the objectives of the Paris Agreement.
  • Halfway to the 2030 Agenda deadline, INFFs present a window of opportunity to meet the financing needs of the most vulnerable and accelerate progress towards the SDGs.

About the brief

Developed by UNDP on behalf of the INFF Facility, this brief was prepared for the Fifth United Nations Conference on the Least Developed Countries to showcase how country-led INFFs can support the implementation of the ambitious Doha Programme of Action

The brief provides an overview of the financing challenges LDCs face and how LDCs are using INFFs to strengthen their financing for sustainable development. Two-thirds of LDCs are developing INFFs, taking forward over 160 reforms to mobilise and align public and private financing with the SDGs. Fourteen LDCs are developing integrated financing strategies in 2023.

Paragraph 29 of the Doha Programme of Action recognises INFFs as critical for overcoming the unique financing challenges of LDCs. With accelerated progress needed for the 2030 Agenda deadline, now is the time to strengthen partnerships and accelerate support for LDCs.
