Diagnostic study of development financing in Benin

This development finance assessment provides an overview of Benin's existing sources of development finance to outline how they can best prioritise the Sustainable Development Goals through an integrated national financing framework.


This diagnostic study focuses on the importance of mobilising resources through an integrated national financing framework that is results-oriented and aligned with the Benin Alafia 2025 vision. 

 The objectives of this report are twofold: 

  • Analyse existing sources of development finance (national and international, public and private) and identify promising sources for financing the SDGs; and
  • Assess the Planning, Programming, Budgeting, Monitoring and Evaluation (PPBSE) cycle to identify the necessary capacity building to ensure better mobilisation and management of funding. 

The report proposes a funding roadmap with recommendations on the best way forward for achieving Benin’s sustainable development goals. The study concludes that Benin has a robust institutional base that will benefit from introducing an INFF.
