The Development Finance Assessment (DFA), published in 2018, was developed to address Costa Rica's public finance challenges and align its financial strategies with the Sustainable Development Goals. Written under the leadership of the UN System, this resource was a collaborative effort involving key national ministries, including the Ministry of National Planning and Economic Policy, the Ministry of Finance, and the Ministry of Foreign Affairs. It identified critical opportunities to increase fiscal space, improve the efficiency of public spending, and strengthen the integration of planning and financing systems.

The report provided a diagnosis of Costa Rica's public finance landscape, focusing on long-term strategies to overcome fiscal constraints. It proposed concrete measures to improve resource allocation and inter-institutional coordination in support of sustainable development.

As Costa Rica progressed in implementing the Integrated National Fiscal Framework (INFF), the DFA's findings and recommendations were continuously refined through an ongoing dialogue with stakeholders.
