The report and roadmap offer a comprehensive analysis of the present state of financing for sustainable development in Cabo Verde, covering a diverse range of domestic and foreign, public and private financing, and charting a better path forward. The roadmap includes a financing strategy, M&E system and governance and coordination mechanism for INFF implementation.
Based on this analysis, the key challenge for Cabo Verde lies not in governing or managing extant resources or finance flows but in the mobilization of new financial resources. This can be achieved by generating new sources of revenues and income through economic diversification and decentralization as well as reducing dependence on foreign aid to strengthen the autonomy of the country and its citizens.
