The Costa Rica Financing Strategy (2023) provides a comprehensive approach to address Costa Rica's development financing challenges, aligning financial flows with the Sustainable Development Goals. It serves as the second key component of Costa Rica's Integrated National Financing Framework (INFF). Written under the leadership of the UN System, the strategy explores innovative and concrete mechanisms to mobilize both public and private resources, while enhancing inter-institutional coordination and transparency. Key measures include strengthening public financial management, reducing illicit financial flows, promoting public-private partnerships, and expanding access to finance for micro, small, and medium enterprises.

This document serves as a critical tool for policymakers, private sector stakeholders, and development partners to work together to overcome financial barriers to achieving the 2030 Agenda. Future iterations of the strategy will evolve through ongoing stakeholder engagement, with a focus on refining financing instruments and scaling up capacity-building initiatives to ensure long-term resilience and impact.
