Background  

Landlocked Developing Countries (LLDCs) face unique development challenges arising from their geographical isolation, high transport and trade costs, and limited integration into global markets. These constraints result in reduced foreign investment, constrained growth potential, and heightened vulnerability to climate change and other shocks. In addition, many LLDCs contend with underdeveloped infrastructure and insufficient access to climate finance, which limits their ability to build resilient economies. 

INFFs provide a comprehensive approach to tackling the complex financing challenges faced by LLDCs. The INFF Facility was launched at the 2022 Financing for Development Forum to support countries developing and delivering INFFs. The Facility is a joint flagship initiative of the UNDP, DESA, UNICEF, OECD, the European Union, and the Governments of Italy, Spain and Sweden. The INFF Facility brokers technical assistance, facilitates knowledge exchange and provides access to technical guidance. 

Over 85 countries are using Integrated National Financing Frameworks (INFFs) to align public and private finance with SDGs. Seventeen governments have leveraged $16 billion for SDG investments, with potential impacts exceeding $32 billion. International support for INFFs is growing, endorsed by the G20 and Doha Programme of Action for Least Developed Countries.  

LLDCs are increasingly leveraging INFFs to overcome their structural financing barriers. More than 20 LLDCs have adopted the approach in diverse ways, from sector-based financing strategies in Nepal and Armenia to Uzbekistan’s issuance of a sovereign SDG bond. These initiatives are fostering greater policy coherence, unlocking new sources of capital, and strengthening national financing ecosystems. 

The new Programme of Action for LLDCs (2024–2034) identifies INFFs as a key tool to mobilize resources, improve financial planning, and strengthen international cooperation for sustainable development. 

About the event 

The side event, “Unlocking SDG Finance in LLDCs through Integrated National Financing Frameworks,” will provide a platform to: 

  • Highlight how LLDCs are using the INFF approach to shape country-led financing strategies for the implementation of the new Programme of Action (PoA) and the national development priorities. 
  • Exchange country experiences and best practices in developing and implementing INFFs. 
  • Emphasize the role of INFFs in helping LLDCs formulate and implement robust financing policy frameworks that align with SDG investments. 
  • Discuss partnerships to support SDG financing and INFFs in LLDCs.
