Background
Unlocking financing for sustainable development at the country level requires stronger collaboration between governments, the private sector, and philanthropy. As countries design and implement Integrated National Financing Frameworks (INFFs) to align finance with national priorities, multistakeholder partnerships—including country platforms—are becoming essential tools for mobilizing resources and advancing policy reform.
Philanthropy has a unique role to play in this ecosystem. With its catalytic capital, local knowledge, and convening power, philanthropy can help design and co-finance innovative mechanisms such as blended finance and impact investments. These approaches are central to delivering the ambitions of the Seville Platform for Action (SPA) and building a pipeline of sustainable, country-led initiatives.
As member states call for more diverse and scalable sources of finance, engaging philanthropic actors—especially in emerging economies—will be critical to unlock investment for locally rooted development.
