Background
As global challenges mount—from limited fiscal space and rising debt to accelerating climate and biodiversity crises—strengthening national leadership in financing sustainable development has never been more urgent.
The Fourth International Conference on Financing for Development (FfD4) in Seville is a key moment to refocus global efforts on country-led financing solutions, especially for climate-vulnerable and Global South countries driving innovative approaches.
Many countries express their development and climate goals through national plans such as National Development Plans (NDPs), Nationally Determined Contributions (NDCs), and National Biodiversity Strategies and Action Plans (NBSAPs). Turning these plans into action requires integrated, country-owned financing strategies.
Integrated National Financing Frameworks (INFFs) help governments align public and private finance with national priorities. Country platforms provide operational structures to coordinate reforms, funding, and investment pipelines.
The Sevilla Platform for Action (SPA) Initiative supports countries to scale up INFFs and country platforms, while building strong institutions and unlocking finance for people and planet. It also introduces the Global Financing Playbook—a new tool to align international support with national financing priorities.
This initiative will help accelerate implementation of the FfD4 outcome by putting national leadership and integrated strategies at the heart of financing for sustainable development and climate action.
About the media launch
This media launch will introduce a Sevilla Platform for Action (SPA) Initiative, a high-level commitment to country-driven, integrated financing solutions for climate action and sustainable development.
The event will:
- Announce a SPA Initiative and highlight leadership by countries using INFFs and country platforms
- Showcase the initiative’s role in delivering the FfD4 Outcome and building momentum toward COP30
- Introduce the Global Financing Playbook as a tool for aligning international support with national plans
- Call on public and private sector partners to support country-led financing at scale
The media launch of this SPA will be complemented by a side event on Monday, 30 June, from 11:30 to 12:00.
