What is the FfD4 2nd Prepcom? 

The Second Session of the Preparatory Committee for the Fourth International Conference on Financing for Development (FfD4 2nd Prepcom) will be held from 3 to 6 December 2024 at the United Nations Headquarters in New York. This session will provide Member States and stakeholders a platform to discuss the elements paper, shaping priorities and expectations for FfD4 and informing the zero draft of the Outcome Document. Background 

Global progress toward the Sustainable Development Goals (SDGs) is alarmingly slow, with only 17% of targets on track, while the financing gap surpasses $4 trillion. Climate and biodiversity crises further exacerbate this urgency. The Pact for the Future, adopted at the 2024 UN General Assembly, outlines measures to close the financing gap and lays the foundation for the FfD4 in Seville in 2025. 

Innovations like Integrated National Financing Frameworks (INFFs), introduced in the 2015 Addis Ababa Action Agenda and being used by over 85 countries, and Country Platforms such as the Just Energy Transition Partnerships (JET-P), can come together to align public and private financing with national priorities. This side event seeks to deepen the integration of these approaches through the FfD4 outcome. 

 

About the side event 

This side event will bring together governments, financial institutions, including multilateral development banks (MDBs) and development organizations to explore how INFFs and Country Platforms can work in synergy to address financing challenges at the national level, contributing to an ambitious FfD4 outcome.
